This, as has been argued in the name of multiculturalism, will allow the ethnic minorities a veto on the existence of and content of the public culture, which itself is a reflection of the culture of the Staatsvolk. In this way, multiculturalism is entirely compatible with and complementary to constitutional patriotism:

'Multiculturalism's approach to socialization and incorporation is clearly different from that of nationalism … it to some extent at least deprives the receiving community of automatic resort to a given set of norms and traditions. Traditions – this is how we do things here – do not only have to be communicated to the newcomers (with the assumption that they be adopted and emulated) but have to be explained and justified; hence are open to deliberative challenge and change.'[505]
